Are these structures attackable while I'm deploying them? I don't quite understand the details written in EVE-Uni Wiki, so I'm asking it here xD Can they be destroyed while they're being deployed in the 60-second period? Thanks!

Yes, they can be destroyed during the 60-second anchoring timer. Furthermore, while after anchoring the depot will usually have one reinforcement timer (allowing you the chance to, for example, store your stuff in complete safety), if the depot finishes anchoring with less than 25% shield left, it won't have a reinforcement timer and will be able to just be destroyed on the spot. This mechanic used to be utilized to great effect by letting tackled Rorqual pilots put their expensive stuff in mobile depots below the shield percentage and then deleting the depot with a single salvo (they really don't have much hitpoints). Hope that cleared it up a little.
