Not that I have much experience with exploration, but I think you need to say a bit more in your op about things like,

What security space?
What kind of sites? Seeing as you fly a Hulk are you just looking for mining sites?
If combat sites, see the first question, and will your alt be solo or with your main or buddies to help you complete the sites?

I think with some of those questions answered you will get more and better responses.

Cheetah/Cane and Cheetah/Mael are wat I use in null, depending on the difficulty. Sometimes I have to bring a friend.

Hisec sites are prob. easier to scan by a long shot, but I still wouldn't do everything in one ship unless it was a t3.

i did tons of sites with an armor rupture.

I rigged it with a scan rig, trimark and a salvaging rig.

I had a code breaker, hacking module in the mids and cap rechargers, one gyro, one dcu and one armor repper in the lows. Full flight of hobbies I also had one salvager and one probe launcher on the highs plus the guns.

I cant remember the exact fit, but thats the jist of it. It was/is still to this day awesome for running high sec sites.

Worm or Gila will work great for you.

Ishtar for any sort of exploration. you dont need a covops either. all in one package: range, speed, dps, all the required mods. you can solo anything up to 8/10 DED.

Curious as to how long it takes for you to find sites in null like that and what your astrometric skills/equipment are. I am fairly close to perfect skills and gear, minus implants, and I have found scanning on an unbonus ship too frustrating to bother.

for high sec exploration all in one amarr , Arbitrator can handle that . Im using one . Found the loadouts on battleclinic and changed it a bit .

After going for pilgrim / t3 .

Opportunities multiply as they are seized.

Ishtar or Tengu are the best ships for Guristas hisec due to their resists and general excellency in the exploration business. Tengu has the edge as it can get scan probe bonuses, and therefore being the all-in-one solution. I use a scanner alt with the Ishtar, I like the extra flexibilty dual boxing brings.

There was a recent thread about Ishtar, look for fits in there.

That said, I grew bored of Guristas hisec very quickly, drop is often bad and the area is crowded. Also, you can't shoot the competition, which is maddening and perverse.

In my experience, for highsec exploration, the best ships (in a bit of order, though it varies a bit based on the specific area you're exploring) are:
T3s (especially the Tengu)
Ishtar/Gila/Pilgrim
some pirate frigs/most AFs
T1 drone boat cruisers (Arbi/Vexor)

With decent probing skills, any of the above can work well at exploring. What you choose to fly depends more on your budget and skill set (though T3s are the acknowledged top-of-the-line due to their great tank+DPS+ability to fit an expanded launcher without gimping the fit).

Tengu with overdrive injectors and afterburner and microwarpdrive.

Trust me, you'll need all of that.

With rangefinding 4, sisters gear, a 6% hardwiring implant, and gravity capacitor rigs, you shouldn't have any problems probing in an unbonused ship.

Tengu and/or other T3s (depending mostly where you work) is a good goal to end for exploration in general.

If you are just starting out, an assault frigate is actually a great platform which can run all highsec sites fairly quickly (important because of competition) you'd need to get practice so you can scan things down fast, in highsec a dedicated scanner helps but is not a must.

My personal favorite - the ishkur, which works well in Gurista space (jammed or not it kills everything!) and it happens to be a perky little ship to have around.

Have fun.

Waaaaay back in the day when I was allowed back in high sec (briefly), I did high sec sites for a while in an Ishkur. An Ishtar would probably work even better. A Tengu seems like it would actually be suboptimal because there are so many frigates.

Ed: Also, pretty sure the Ishtar > Gila for this particular purpose. The Kin/Thm resists on an Ishtar have to be seen to be believed. :P

I'm an idiot, don't mind me.

Ungroup the launchers...

I wasn't worried about overkill. Tengus just aren't great when all you have to kill are frigates.

This has been my biggest annoyance using the Tengu.

I have been thinking about training up Target Painting skills for this. Good idea or no?

I found painters to be extremely frustrating with the Tengu. When you paint a frigate it dies pretty quick, but OTOH you have to paint every single one. I don't know if its really worth fitting less than 2 painters on a Tengu - just so you can swap them out fast enough to make use of them.
