Operation Fresh Start: OLD Emergency Announcement

Broadcast Follows:

The political climate has been steadily worsening for months, here on Caldari Prime. Recently there have been organised groups of protesters outside the construction site of the Visera Yanala Arcology and we've had to maintain a closed perimeter and ship people and goods in by hover vehicle. Until today I could hold my head up and maintain that sanity would, no doubt, prevail.

Sadly, I am no long convinced that this will be the case.

With the cessation of diplomatic relations between the State and the Federation, and with hawks on both sides beating the war drums, I am convinced that we are no closer to peace, after all. So long as the essential conflict between our peoples remains unresolved, and so long as there remains such a paucity of will to do so, our relations will remain coloured by violent disagreements and strife.

Given the current hostile atmosphere, the Tuulinen Foundation will be ceasing construction on the Yanala Arcology, effective immediately. We will be converting the ten top floors of the construction to secure housing and we will begin immediately repatriating new citizens to State territory.

Advertising slots have been purchased in local media to inform those of Caldari lineage that they can still apply for State citizenship. Those already pre-approved for Arcology assignments are being called forward as space allows.

Given the continued presence of Ishukone administrators, the Arcology site will be maintained in good order for the time being. Foundation staff will remain on site and a security presence will continue. Should affairs normalise, construction will resume and the project will continue. Should the worst come to pass, then other failsafes will be enacted.

Obviously I am personally distressed that our bold vision of the future has been interrupted by the dark cloud of ego and politics. I hope you will join me in a prayer that sanity and peace will prevail.

It must be frustrating to have worked so hard against the Federation and then the Provist and now again against the State who blocks the paths to Caldari Prime healing.

And island wracked by storms and hurt by every action of the people around them, kin and alien.

I pray those failsafes do not mean this construction is some ready made hardpoint in the next war Pieter, I do not think that will bring your vision for peace or safe homes for those who live there any closer. But it is your chapter to write and and I would not blame you for whatever you choose.

Oh, indeed, but since the Mordus Legion is quite jealous about it's prerogatives as an armed force, I haven't been at liberty to deploy my usual security troops. Out of sincerity and as a gesture to any Federation officials who might be concerned, the security at the arcology has been mostly Ishukone organised, through the auspices of Akagi and I-Red.

Those police will be staying at their posts until such time as the final failsafe, the Cole Protocol, should need to be enacted. At that point the site will be abandoned to local control.

If you require additional Housing space then we have vast acres of underdeveloped farmable land you could use to establish camps. We have neglected the task of putting the land to good use but have made to sure to maintain its quality.Your cause is honorable and we know we can trust the Foundation with respecting the land. Nox Draconum's shuttle fleet in Luminaire is available to assist in transporting supplies and people as needed.

The port facilities in the citadels in orbit are, I'm sure, also available for transfer of people and equipment from shuttles to larger ships and vice-versa.

My understanding of Captain Tuulinen's announcement is that he has decided to withdraw his project from Caldari Prime. His arcology is a fine venture and I doubt if the residents are keen to simply relocate to a frozen field somewhere and live in tents. They intend to go home to the State, which is a pity, since there has been absolutely no threat to them from the Federation.

However, Pieter knows the politics of the mega-corporations far better than I, and if he suspects their public division over policy may lead to the hardliner group declaring war, his prudence is wise.

I can see how being isolated in potentially hostile foreign space with no military or diplomatic support and a large civilian population relying on you would be a difficult position. A tactical withdrawal seems wise.

I do hope this situation resolves itself and that the Tuulinen Foundation's project can be completed some day.

I'm actually more concerned that the State terminating diplomatic ties with the Federation will lead to reprisals on the ground on Caldari Prime. It seems like precisely the sort of thing the Senate would do.

In any case, I can see the growing atmosphere of tense paranoia leading to a retraction of the current facility for Caldari descended Federal citizens to take citizenship within the State. This may represent the last opportunity for these people to escape their lives in the Federation and follow their ancestors to the State.

I sincerely hope that this hiccup will pass and normalcy will return and I can go back to my goal of getting the first quarter of the Arcology built.

That's a neat description of my position, at present. I've relocated myself to the site personally, so that I can oversee traffic. The biggest problem is that a pad designed to receive cargo a couple of times a week is not the same as a pad designed to support continued personnel transit. The pad has already buckled twice and had to be supported.

With any luck, the evacuees will be coming back to Caldari Prime in the next couple of weeks or months.

Mr. Tuulinen, in addition to what I have told you in the "Intergalactic Summit" NeoCom channel, I would like to tell you this:

Caldari Prime is a part of Caldari State. It is not just a planet, it is a symbol, a symbol of our fight, of our resolution, and our resistance to hordes of foreign occupants. And now, when there is yet another threat of Gallente aggression (though for me mere existence of the Federation is equal to constant threat of aggression from their side), evacuating of the project and construction sight will not make a name neither for you, nor for your corporation or family, quite counterwise, and that's why I ask you to review your decision.

Of course, using people as a meatshield, just letting them stay there isn't a good choice either: we all know that Gallente just love to attack civilian targets. I ask you to turn your Arcology into a military compound, into an impenetrable fortress, that will start inspiring proudness in Caldari hearts and fear in Gallente hearts. Like in old times, when fortresses were made from stone and bricks, you can make one from metal carbides and armor plates.

Just a wyvern shield generator could project a dome over your building that will deflect even direct hit from dreadnaught siege weapons, otherwise able to glass a city, and that's most probably you will have to face when Gallente decide again to bombard us. Moreover, you could reproject the building and supply it with ground-to-space NULL cannons and defend the perimeter with multiple ship-grade turrets with firepower enough to mow down even whole DUST squad in seconds, or a whole tank squadron.

We, as capsuleers, have easy access to this technology.
Use it.
And make the State proud with you.
