why is the skill's effect lagged ?

when your character's skill has been trained, but the skill's effect isn't immediately to show.
For example, you has trained the skill (mining barge ) from level 3 to level 4, the skill will reduce the duration of stripe miner when you are running a procurer. I have observed the duration is 169.2 s when the skill is level 3， but the duration can be not reduced when the skill is level 4.

confirmed that even other people are seeing this effect.

Quite a few things in Eve do not update until a session change such as docking, changing system or relog
