In fact, the answer to the OP's 'question' is contained in the Code, in the FAQ section. I quote:

Q: Who are you? Anyone can claim to own a highsec system. I can say I own everything in EVE!

A: ...When a miner is bumped out of mining range, he no longer has the ability to mine--and he does not even get a share of the ore/ice he mined from earlier in the laser's cycle, when he was in range. Therefore, I can stop people from mining whenever I want. Since the miners want to mine ice, and since I alone decide whether or not they can, I command them. It's really that simple.


Q: HA HA I am mining ice right now, you can't stop me!

A: As Supreme Protector, some may expect me to doggedly enforce the rules at all times against all offenders. This is a misperception of my role. Aside from those who have purchased indulgences, I will bump whomever I choose, whenever I choose. Your mining operations are entirely at my mercy. If I feel like stopping you from mining, I will; if not, I won't.


The New Order governs Highsec in accordance with the Code. It's entirely up to our members whether or not they enact its provisions - and to what extent.

Right..the high sec is owend by states not terrorists.

Maybe CCP should teach this the hard way....

There's no difference between CODE. and any other suicide gankers taking out ventures. 'We own Highsec' doesn't mean anything if your EHP is high enough.

You and your sig make them win all the time, make them relevant. That makes me wonder if you are more the Don Quijote or the Agent Provocateur kind of poster. Only way to get rid of things like CODE. would be to ignore them collectively until they get bored and move on to something else. And we both know that is not ganna happen. More like people make it to easy for them to carry on. No matter how stupid the provocation is, there are always more than enough players going all crazy about it.

CODE never owned high-sec and barring major game changes, never will either. The game does not really let you own that part of space.

On the other hand, they do enforce their rules over it to some extend with some degree of success which is probably higher than most group did before. They reach most of their stated objectives as long as they don't overshoot.
