Targeting window moves around with dual monitors

I'm trying to set up for 2 monitors and have everything working except the targeting window. It won't stay anywhere, keeps moving around, and twice I lost it completely and had to reset the windows. I have Offset Interface With Camera checked and the slider for Camera Center is 1/3 of the way to the right. I have Windowed Mode selected. All of the other windows work fine.
