9 mill seems a bit excessive for a skill that only gives 2% more (drone) mining yield per level.

I think at the moment it only works for the newer drones (Excavators ect) so its a bit pointless for a new miner. CCP have said that it will work 1 day so its not a total loss and 9 mil is not that much, at lvl4 you would only have to mine 112.5mil isk of Ore to make that back (hard to do in a Venture but pretty easy in anything larger).

Also wait until you see the cost of the more advanced skill books. Several are in the 1 Bil range and 100-200mil is not uncommon for Capital related stuff.

Trust me, when skilling up for a Rorqual, the ISK9m for Mining Drone Specialisation was but a mere drop in the bucket after spending ISK400,000,000 on the Capital Ships skillbook and another ISK500,000,000 on Capital Industrial Ships skillbook.
