Why can't we repair damaged mods when docked in a citadel

Title says it all. Why can't we repair mods(that has been looted from shooting other dudes) in a citadel? Do we need a repair service or something to allow in-station repair?

Aren't they repaired if you have them in cargo and are tethered?

I've never checked to be honest if tethering repairs modules in your cargo bay.

Tethering at the least repairs drones in your drone bay.

Sort of. It can be fussy at times. 100% bug free it is not. CCP has had all sorts of trouble with coding drones ever since, well, ever since there have been drones.

Actually I think its a display bug. Launch your drones and then recall them and that usually clears it up.

And it takes forever. They're healed by percentage
So if your in a ship with 50k hp and you only have 1000 in damage it'll fix it in one cycle.
A drone with 5hp left out of 200 will take forever because its like your ship is down to 500-1000/50,000hp
Drones should take one cycle to be fixed. Or at least be fixed in larger increments.

The drones and your modules are fixed for free, so, why are you making a fuss about that?
If you want instantaneous healing, find a station, dock and pay for it.

You have got a new option to repair your ship, modules and drones, nothing was removed (well, you can't build new stations, but that is a different matter), so I don't see why the drawback of the new method are so relevant. They are part of the new method.

So I did some testing and apparently damaged mods that is in your cargo hold does not get repaired when tethered. Did CCP forget to add a station repair service for citadels or something or is it actually intended to be like this?

Worst case scenario you can dock, strip your fit, fit the broken stuff onto your own ship, undock and tether repair them that way. Assuming the loot is of the same size as your ship, and not for example, battleship mods you looted while in a frigate.

I suppose you could think of it as you paying for the repairs with time rather than straight ISK.
