Cloaking IV

Some missile skills, and legion ready, but only for a HAM legion, nothing fancy, as this is mainly a
logistics/recon pilot at the moment, great for incursions/many pvp fleets.

3.5bil to start, I'll pay the xfer and whatnot, naturally.
