Light Fighters at least at 1.

Budget 7b.

Hull upgrades, Mechanics, Repair Systems, Cpu managment at 5 are a plus.

It isn't even possible for a character to have low enough SP to fit within your price range and have light fighters 1 and be able to fly a thanatos.

Check all the sitters, add a few days(10?) of training and you have one.
