70% sites

I have encountered 5 so far, I scan for 1 hour only to have it stuck at 70-79%. Most will say "get better scanners" and I did, still stuck at 70% values, even with 1 time mod, 4 that increase strength, sister's gear, 2 rigs and the racial scanning frigate. SO, I started calling them Omega sites (and they are high sec sites only). My question is then, why are some sites limited to just Omega accessibility? high sec no less. I assume that Omegas can get even better scanning gear and could easily scan them down. The second issue I found with them is that when I try to align with the yellow mark it lowers my scan percentage even if aligned to the millimeter, max zoom, on all 3 dimensions. I found it is more accurate to scan over and over and watch where the yellow jumps, it shows a sphere of where it could be (would be every pixel cubed so... 400^3?) Even with the inching method it only goes up 0.1% and it doesn't tell if you are going the right way... 91 scan strength is not enough to take them down apparently, so, why are they high sec sites and not low sec sites where it might matter?

Sounds like you found some Sleeper sites; perhaps Superior Sleeper sites. Yup, those are a real pain in the stern to pin down. I am not aware of any new or harder sites introduced recently. The Superior sites may hang around for quite some time as most pilots are unable to pin them down enough to warp to the starting gate and those than can sometimes elect to go elsewhere (for some strange reason). They show up in all sec levels/systems; you may have not have found any in lo/null sec because more pilots there are skilled enough to pin them down and loot them.

To buck the popular trend, I began to Rage Start instead of Rage Quit.

...and every time I get another piece of Carbon, I know exactly what CCP is getting this Christmas.

To scan down the hardest sites you need the following:

1) A scan bonused ship - Astero, Cheetah, etc.
2) Sisters Scan Launcher.
3) Sisters Scanner Probes
4) Scanning Implants
5) Scanning upgrades on your ship.
6) Maxed scanning skills.

Without allof those things, you will find sites that you just cannot scan.

FWIW this is the Astero I use for scanning anoms - the probes get a base scan strength of 107, according to pyfa.

Train all relevant scanning skills to 4.

There's not a site in this game that can't be probed down with all astrometric skills to 4 and sister's core launcher/probes on a t1 scanning frigate.

The scanning upgrades only make it faster.

with astrometric skills on 4 and sisters set on T1 frigate (V lvl skill) without implants, scanning modules and scanning rigs you would get 99 probe strenght. Not enough to scan standard and superior sites I believe. It might be 100% scan but not warpable.

Besides skill level, the amount of probes and their formation might be a problem as well. I have no problem getting 100% signal strength using 5 probes with max scanning skills, Sisters equipment, a scan bonus ship and an Astrometric Rangefinding AR-806 Implant.

If you have everything listed above like I do, then the 5 probe formation listed below will work.

Place the 1st probe centered on the signature sphere with it's radius covering the signature completely. Check by viewing both horizontal and vertical aspects in the system scan screen. Then place 4 more probes on the same horizontal plane as the 1st probe. Set those probes on North, South, East and West compass points with the radius of each of those 4 probes halfway overlapping the signature covered by the 1st probe.

If you don't have max scan skills, then place 2 more probes on the vertical plane centered on the 1st probe, one probe on top at 12:00 and one probe on bottom at 6:00 with their radius also halfway overlapping the signature covered by the 1st probe.

Scan, then move the entire formation of probes so that the 1st probe remains centered on the signature. Reduce the radius of all probes and move all of the outer probes in closer to the 1st probe, making sure to keep the radius of those outer probes halfway overlapping the signature covered by the 1st probe.

Scan and repeat the procedure listed above, continue doing that until you get 100% signal strength. Hopefully I explained it correctly. Good luck to you.

Hold shift to make each probe movable independently from the rest and move them all closer. Keep them in the same arrangement as the stock pinpoint formation but move them closer. Scan then move them closer still if needed. You can also save these custom formations for later.

Because CCP needs your money.
There are things you could improve:
Skills
Ship with bonuses for scan strength
Modules and scan probes with bonuses for scan strength
Rigs with bonuses to scan strength.
Implant with bonuses to scan strength.
Repositioning probes so tight, they nearly form one sphere in your scanning window. Useful when you cant bring their radius smaller, and you still need a few percents to 100%

But those difficult to scan sites usually have a lot of traps and tech I hacking devices is a sure way to fail the sites repeatedly. In some your ship can be destroyed.

I haven't had any issues with standards. As far as superiors go, if you can't probe it down, you'd probably die running it anyway.

Where is the conection between scanning the site and run it? Actually I did superior sites in astero several times. Just don't post missinformation.
As Elenahina wrote, superiors need max skills and equipment to scan down.
For example my 37,5% Stratios with max skills and sisters set couldn't scan superior, it was 100% but not warpable. When I returend to a site with my hacking implants I managed to scan it down.

I dont need implants. There are scan strength adding arrays on market, they fit in mid slots. You can change them for scanning with mobile depot or in station and bookmarking site when its scanned, and then refit to hacking.

Some sites take pretty much max skills + implants, which even most omegas do not have. The good news is that even if you were able to scan those out with your current skills, you probably wouldn't be able to do anything with them anyway, so safe to ignore.

Well, thank you for all your help, I see now that I will not be able to scan them down for a long time (I'm an alpha) even with all skills at alpha max and such... oh well, guess i'll have to find other ones

Every once in a while I'll find a site that I can only get to 98% signal strength with Sisters equipment. When that happens, I switch out the Sisters Core Probes for RSS Core Probes which have 1 more Sensor Strength point than Sisters Core Probes. Multiple that by the amount of Probes being used adds a significant boost to the overall Scan Sensor Strength which allows me to get 100% signal strength on the site.

The only problem with RSS Core Probes is their max active time span is about 15 minutes whereas Sisters Core Probes have a max active time span of over 1 hour.
