Minimum requirements are:

All racial BS to V
Marauders
T2 all large racial weapon types
Access to level 4 agents

Bonus for:
2003 toon
Non-stupid name with proper capitalisation
Unallocated skill points

Is this highend enuf for you sir?

SOE / Amarr / cald / minmatar... all lvl4. and some lvl5 also.
all pulse/autocannon/missiles/blasters/ and related skills to lvl5 including marauder 5 and all BS faction to 5 also.
