I'm sorry but even 8 bil is a stretch. I've been here long enough to know that you should either just extract him or maybe lower your price. Extraction prices are rather isk-making right now, you can make up to 400mil per injector. Then you could sell the remaining 5 mil character for cheap.

BTW, a good measurement for how much your character costs, at least as of right now, is half of your SP (so about 6Bil) plus about 1 to 2 Bil. So 7 or 8 Bil.
