If you guys were to estimate, what percentage of overall people who use voice comms use third party voice communication software as oppose to the in-game one?

I'd say literally noone uses ingame voice chat, for several reasons.

To begin with, it has limited options, you can't adjust volume of individual players or stuff like that, it doesn't have priority speak (when the fleet commander speaks, everyone else's volume is reduced), doesn't have any hierarchy system whatsoever etc.

Also even if you think its fine enough and want to use it, you won't find anyone else who wants too.

Biggest downside to in-game voice is: If EVE crashes or you log off, NO comms. I'd say even if it was full of features, people would still not use it, for this reason.

Maybe if they attach it to the Launcher rather than in-game, so that the node can crash or you can log off and have the voice chat remain. But it's probably too much work, and with the existence of several excellent third-party voice chat programs, they probably won't bother.

It's probably too much work to remove it from the game, too. Which is why it's left there, unused.

Maybe they'll remove it, like the in-game browser.

EDIT: I think CCP only introduced it because they wanted to play with the Voice Fonts feature (males can sound like females). I don't know if they have the resources or desire to implement the only thing that may make it useful for them (CCP), which is voice-chat between players and GM's or support people.

Only one reason for me. It would ruin my manly persona if people heard my squeaky preteen girly voice. But I guess that's not actually specific to the in game voice chat.

Whatever
