Recently, I've noticed these things hovering up asteroid belts as if they are bot drone mining ships without any obvious source of control. I tried to Google them but have not been able to get a straight answer.

Could someone square-it-away for me, please?

Also, what are the requirements needed to get them and operate them? Guess they are a new introduction.

If you attack them are you Concorded or do you just go suspect / criminal?

NPC mining operations, you can attack but they will call for help. Not Concord but advanced AI npc fleets with logi, tackle and all that jazz. Haulers can drop some lootboxes with skins and stuff.
