Setting up Corp roles for BPO copying in Citadels

Does anyone have experience setting up access rights for BPO copying only? I am renting an office in a Citadel and would like to provide permission for BPO copying without allowing the ability to remove the bpo from the hangar.

At this point I have set up a Title, we'll call it "Copier". In title management under the 'Hangar Access (Other)" tab, Copier has 'Query' access only to the hangar with the BPOs. Unforunately, when Copier attempts to access the BPO, it says they have insufficient rights to use the facility. I've struggled with this for a while and would really appreciate any assistance from more experienced capsuleers.

If i remember correctly you can put up a vote to lock down the BPO. Make sure you or somebody you trust have a majority in the votes.
You then can give people access to the hangar so the can copie the BPO and take the BPC without being able to take the BPO.

Last I heard, lock-down doesn't exist in citadels.

You can however only give VIEW access to corporate hanger with BPO, but then the user must specify an output hangar with TAKE.
