I wanted to bring this here before I took it to assembly hall. You can refine ores, but not reprocess modules/ammo at a POS. Outposts can, and thus compressing minerals into modules has been a huge thing for people who live in nullsec. People who live in wormholes don't have this luxury.

The real question is, would this incredibly imbalance gameplay? I don't think it would. What you're building would just be built in a wormhole, rather than in nullsec. And considering that larger ships such as battleships can't leave a C1 wormhole, anything produced in those wouldn't even be sell-able on a market.
