Do the new NPC mining ships affect the industrial index of the system they mine in? Hoping for a dev response on this.

There was supposed to be a blog about the Npc activities in belts in oktober, but as far as i could see it never came out. Dev response would indeed be appreciated. ( yay for free bitter vet posting after 2 + years of lurking Twisted /me dusts off keyboard)
