You're not gonna get those kind of skills with less than a bil mate. And you'd be hard pressed to find one that cheap.

Meets all the needs you required , including trajectory analysis V(falloff skill). Has some extra percs too: HIC 5 Interceptor 5, with all the popular t2 ships to 5 aswell. Can fly all 4 races upto cruiser size , with minnie going to BS.
