Shield Capital Modules - Changes required in design.

With the recent changes to capital ships and modules, all shield capitals are heavily underpowered against armor versions.
Some can say that shield capitals have more EHP and can rep at beginning of the cycle thus getting huge advance against armor versions.
This is correct, until you get into serious combat situation - at this point shield is in very bad position - simply because you are out of cap, and i without cap you lose all your EHP.

Above this with the new patch we got new capital modules that shifted capital meta, and introduced multiple basic modules that are required at modern eve battlefield.
Most of this modules can be only mounted into the med slots of the ship - making shield capital situation even worse.
What i am proposing (please remember that changes will apply only to capital sized modules) :
1. Moving the Capital Size cap booster from medium slot to high slot.
This will change meta of the battlefield and will have same effect on all capital ships
2. Introduce Passive Shield Resistance amplifier that will provide resist for 2 selected resistances.
To make it balanced Cap Recharge will be affected, and it will have huge power grid usage.
3. Introduce lowslot module that will provide resistance against neuts - if point 2 is impossible to achieve.
Again to keep it balanced it will have big power grid requirements.

What about Slave Implants?
There are 2 answers
- shield will be nerfed to compensate it, and you will need to use Shield Slaves and nothing else.
- even if ccp will not nerf shield, you simply need to cap out shield capital to remove all his EHP

Congratulations! you've noticed shield and armour tanking is not identical!

Please explain why you feel they should be, and how you plan to balance the armour invuln.
