Currently you can right click someone in local and select "Report ISK Spammer" not sure if this even has a use anymore. However, I recommend you change it as follows

Report Player
- Botting
----Miner Botting
----Trade Botting
----Pve/P Botting (ISBoxer ?)
- Harassment
- Racism
- Gambling
NOT SCAMMING

selecting any of these would open a ticket pre-populated with information that would assist CCP in conducting investigation.
I.e.
Botting would automatically add a screenhot of the player window and details of System and a local list
Harassment would automatically add a copy of all chat windows currently open.
Racism same as above.
You get the idea.

This would make it a lot easier to get the correct information to CCP and retasking a currently pointless feature.

99.9% of the reports generated by such a feature would be against innocent players.

If its abused repeatedly then ban the reporter for wasting CCP time. Either way 0.01% is better then missing one

The bot reporting system already states that abuse will be penalized. Initially, this system may lead to a increase in falls flags (intentional or not) but after a while when the abusers are banned permanently, it should calm down.

My ridicule, heavy criticism and general pale outlook about your or CCP's ideas is nothing but an encouragement to prove me wrong. Give it a try.

It's not even people abusing it, it's people deciding the guy undercutting them/killing them/mining what they want/generally competing in any way MUST be a bot and that's TOTALLY why they're losing.

CCP already have bot detection tools that work a lot better than having some poor GM sift through ten thousand reports to find the one actual bot.

My issue with this is the false positives.

Example I gave before:

petition start:

Dear CCP, I was in Jita for 3 hours a day, 5 days this week. Overtime I change my price this one player changed his too. He's a botter, here is my proof...burn him.

petition end

CCP response:

Dear sir/maam, have you maybe considered that if you had the 15 hours to this, someone else may have as well?

Some people, op, are real lucky, they have a job they can be in eve while at work. And they work orders.

Was in one corp where I knew a guy like that. "but what about the IT section nabbing you?" I asked.

Dude, I am the network manager the answer I got back lol.
