The decision to harem these hives is out of pure frustration.

Frustration and disease.

There is also a shortage of men on these planets.

Competition between females has generated a witch culture in many of these holes.

The witch grows old and the victims grow younger by the year.

With no men and a surplus of victims all I can think to do is harem.

And no. 13 is too young.

Yet what can you tell a little girl growing up in this world?

You can bleed.

You can dream.

You are a higher and higher percentile of **** and pedophilia victim by the year.

But you can't marry into safety before the witches sleep over?

You can't flee to an older man and get married away from victimization.

Married they are better cared for.

Outside of wedlock they are liabilities.

Lost, unaccounted for, missing.

First, enough with the cultist thing and just get used to the idea that there is, in fact, a very massive and long-lived Empire that is built on the backs on slaves, where slavery is actually a divine mandate, and that it is actually more complicated than 'rawr rawr whip the savages rawr'.

Second, even if the Empire collapses and has collapsed for centuries, there will still be plenty misery to go around the cluster. Gallente will still be at loggerheads with the Caldari for being two very incompatible neighbours who are right next door to each other. Spirits know what happens to the Minmatar Republic then. At least Sansha isn't a thing, because the idea of slavery would be passe by now and that whole 'implants to control the populace' would be shot down everywhere. Angels, Serpentis, Guristas and Rogue Drones will still be a problem. Blood Raiders will likely be an even larger problem, especially considering that they will be after the Minmatar Republic next and frankly, I'm not quite sure of the Republic's ability to persecute this battle for the long term. Republic's economy is still vulnerable and without the Amarr Empire just glaring at us across the border, I'm not sure anyone would even think of having a proper standing military for an actual war with entities that care not for borders. Cartel's giving everyone within the Republic plenty of trouble as it is already.

And finally, I am very sure Otto's not right in the head since the very beginning. He mentions things that do not appear in any myths, speaks incoherently and has very tenuous grasp on vocabulary. If this extends to the rest of his family, it is no wonder the whole line got booted by the Amarr Empire.
