L4 Harbinger Non-Buffer Tank Help

So, I've come back after a rather long hiatus, and I'm trying to make a harbinger build. Problem is, the thing doesn't seem to want to have anything other than a buffer thank. I struggle to get any kind of active or passive tank and end up allotting so many slots to achieve a somewhat modest tank that I have greatly sacrificed dps. I understand not wanting something to be a huge tank and huge dps, but I can't even get mediocre tank and dps...

Well it's not much, but depending on your Advanced Weapon Upgrades skill you can cram in a meta Large Cap Battery to increase your regen enough for two rat-specific hardeners in place of the EANMs. That will give you slightly more tank. That and replacing the Metastasis rig with a Tech 1 Nano Pump to further increase your armor tank if need be.

Test fit on SISI (test server) so you don't waste isk on finding what fit is best for your playing style and skill set on TQ.
CCP have 5x skill injectors that you can redeem on TQ atm

Just playing a tad in EFT this fit look good with power grid and CPU room for low skills in fitting department.
You should be cap stable or close to it with AB not running, max skilled you are cap stable with all running but RR (RR is to keep those drones alive and fighting, drone agro is horrible).

Fit give 554 DPS output and 240 DPS tank with all skills at max, not much but it's what you can manage in a Harb... Ugh
Gila or Drake (passive tanked) is the best sub BS lvl4 mission running ships there is, Cyclone and Prophecy is kind of descent but not perfect.

Tip, have salvage drones and variations of fitting in cargo with you (webber, tank mods and so on) and a mobile depot so you can refit. Also use mobile tractor unit to get wrecks in to range.

Looking at the last fit posted by Green Cobra I would suggest trading off one or two of the Nano Pumps for Nano Bot Accelerators. Pumps increase the repair amount, Accelerators decrease cycle time, usually a balanced approach between these two will offer a better tank than one or the other.

In all of the fits I see adaptive plating etc and those are fine if you do not have a tank issue. As a general rule going with mission specific hardeners will give you a better tank.

Never used a Cyclone for level 4 so I have no comment on them.
The Tengu (more tank, speed and dps) and the Ishtar (more versatility in drones selection) would be better options than the Gila.

Not writing a novel but I'd like to respond and explain why I have made the recommendations I have and the fit I linked.
Not all never players know how stacking penalty apply to different types of hardners when combined.
There is a million ways you can fit a ship in eve and many styles of playing so everyone have to find what is good for them, this is just what I prefer but there is a logic on why.

Reason I din't list HAC/T3 ships is that sub BS isk/hour in missions is the skill requirements, BC and T1 crusers have a lot less skill requirements.
Drake is really easy on skill requirements and still be able to run lvl4 missions witch ease, same with the Gila (love to launch my navy vespas with 6400 hp shields and go afk and return to a completed stage).

About adaptive resist mods it's generally true that you get better tank from specific resists hardners but stacking penalty is not in affect as much when using different types as in the listed fit. Using dedicated hardners for each mission only give 368 DPS tank over the 341 from my fit and that's using 2x t2 EM and 1x T2 Thermal hardners and Sansha damage profile which is where you should see the largest difference.
Using 1x T2 EM, 1x T2 Thermal hardner and keeping the reactive do give a bit higher resists than purely dedicated T2 hardners (396 dps) but then it does start to drain a lot of capacitor as well.
If you use the fit as I posted it you can leave the AB running for a lot longer and speed tank a lot of the incoming DPS.

Nano accel instead of aux pump sure but cap will hurt and that is one of the main drawbacks of T1 amarr ships when skills is low and you just start to do lvl4 missions.
I also like the fit to be cap stable when tank is close to the DPS needed especial if it's AB fitted, exception is if I know I have the DPS to kill off the NPC incoming DPS fast enough to not break.
