With max skills... fitting all Blockade Runners (T2 Cloaking Transports) with a Covert Ops cloak, 2 Low Friction Nozzle rigs, and as many inertial stabilizers as possible...

- The Prowler (Minmatar) aligns in about 2.8 seconds... cargo capacity is ~4300 m3
- The Prorator (Amarr) aligns in about 2.8 seconds... cargo capacity is ~3600 m3
- The Crane (Caldari) aligns in about 3.1 seconds... cargo capacity is ~5300 m3
- The Viator (Gallente) aligns in about 2.8 seconds... cargo capacity is ~4500 m3


Basically...
The Prowler and Viator are about even (with the Prowler having slightly less HP) and have the most "balanced" stats.
The Crane is slower, but has more base cargo room.
The Prorator aligns a bit faster with lower skills (due to having more low slots), but has the lowest base cargo capacity, Interestingly, the Prorator has the most cargo capacity when fitted with nothing but cargohold mods and rigs).


I personally chose the Prorator because I prefer having more cargo space. The Covert Cloak gets me past pretty much everything in low-sec outside of a dedicated gate camp... so I am not terribly concerned about align time.

Though... if you want to venture out into null-sec or wormhole space I would recommend the Prowler or Viator. Their base cargo room is reasonably high when fitted for max alignment.

I personally would put a maximum of 4 Inertial stabs/rigs on a hauler. Filling the rest of the lows with warpcore stabs (2 is best ).

I like to fit a Hyper-spacial, its nice to warp faster than interceptors.

I suggest to use the 2 rig slots for a higher warp speed as well!
With a Ascendancy Alpha to Epsilon and WS-618 (slot 6) you will even fly faster than a frigate.

You are spending more time with accerleration and slowdown WITHOUT the warp speed bonus, than with the safed time for aligning.

Maybe you need 1-2 server ticks / seconds longer for aligning, but you will spend much less time in acceleratio to top speed and slowing down in front of the gate.
