They need to be removed from gates or within 50000km of gates. They look messy and are just annoying.
Secondly they should be limited in some way. its going to reach the point where you go into a system and there will be like 50.
On the same point, Old unused ones where the owner is unsubbed or away for like 5 months should become hack able and capture/destroy-able without siege. Or we will just have the dead stick pos problem all over but just more messy.

The next thing is a rebalance.

the astrahus Is too cheap and is just put up where ever for what ever reason. It should be about 6 bill.

Next a small citadel should be added that provides the owner with a more temporary base. The idea here is a replacement for Pos that only take a hour to online. They should have similar functionality to the astrahus but with limited ability to store ships/items and defense. basically think a stripped down astrahus they should take a hour to online and offline and have a maximum 24 hour reinforce. only usable by the owners corp. no public or alliance access. can only be docked at if there is hanger room.

The fortizar should cost about 40bill. An increase to its hp to reflect the value and it should allow super carriers to dock.
The super carrier is the new carrier and frankly theres little reason not to let them dock. Maybe give them an extended undock time so they can't be just undocked at whim. maybe like 5min to undock.

keepstar stays pretty much the same. But with extended undocking for supers and titans as above. Why? to stop alliances undocking them blapping at a gate then docking right back up.

tethered capitals should also have access to their item hanger in citadels and refitting ability as well.
no to mention be gain an anchoring function to prevent bumping off citadels.

All citadels are destroyable. Someone leaves a citadel in space and goes inactive? You blow it up. Same way you get rid of abandoned POSes. If that citadel is in HS, you wardec the corp that holds it, then kill it. The mechanics to do this are already in game.

And what's more, if they're inactive, it won't even shoot back.

And the contents of citadels need to have two options when the citadel is destroyed - loot table or trash bin. That would be a boon for both pvp and the eve economy. It's a no brainer over ridden by fear of player fear of loss. Citadel space magic is probably the single most confusing mechanic introduced into the game.
