Citadel standings access

I'm not sure this topic was already discussed or not (probably my search-fu is awful).

Current system:

There are 4 levels of entites:

Public-Alliance-Corporation-Pilot. You may add any of these entities into the list to grant or deny access. So any given alliance/corporation/pilot could be in one of three states: access granted, access denied, nothing set. For any given pilot we apply the least level entity with not "nothing set".

What's the problem?

Citadels (and other structures) are going to replace stations and POSes someday. And so it should be possible to allow access based on standings, managed by alliance. With current system you need to manually maintain this access list as standings change (and you even may not know something is changed).

Solution
Actually there are two solutions, based on CCP's future vision on standings.

1) If standings should stay the way they are: Just add standings settings to Public entity. It will keep all the system intact but provide standings access.
2) Otherwise: introduce Alliance and Corporation Access Lists and refactor standings to also use Access Lists so Citadel will be able to use the same access list as standings. This way there are much more to do (looks like), but this solution looks more solid.
