I am returning to EVE after taking a break from it for a while. I understand that there are citadels now and that there are some changes to POS'es coming. I have tried searching the forums, but cant seem to find anything. Does anyone happen to know where I can go read-up on the upcoming changes?

There's been a lot of information over the past 1,5 years, some things have been changed or scrapped, but the original announcement dev blog has a great overview of everything structure related. If you read the newer dev blogs from there you should be fairly caught up.
