How much tracking do I need?

I'm coming back to the game after a long break, and I want to put together Maller for low sec ratting. I know that one of the weaknesses of laser turrets is the poor tracking, and this means that I'm at risk of having a (player flown) frigate get under my guns and wear me down (or keep me pointed until backup arrives), despite the Maller's tank.

Now, the obvious way of dealing with this would be to add a web; any frigate close enough to get under my guns is close enough to get hit by the web. But let's assume I want or need my limited midslots for other modules, such as capacitor boosters. How much tracking do I need to add to Focused Medium Pulse Laser II in order to hit close orbiting frigates? Assume IN Multifrequency, so we can ignore the tracking penalties on the T2 crystals.

Since tracking is stacking penalized, I want the biggest boosts that I can get, and that looks like the tracking rigs, at +15% tracking each. Would three of those rigs be enough? Can I get away with less?

The hits don't need to be great - the Maller has a massive tank - but they do need to be consistent enough to kill or drive off a player flown frigate. I know that the Maller now has three drones, but having webbed and destroyed many drones as a frigate pilot, I hate to think that I have to rely on a few Hobgoblin II drones to clear any tackle.

Edit: I've seen some old posts saying that tracking rigs and tracking mods have separate stacking penalties, making a tracking enhancer better than the third tracking rig. Is this still true?

You should just fit a web. Will help you kill frig rats and survive from enemy players when you inevitably get tackled.

You can't have the cake and eat it.
Either you fit specificly to deal with frigates being "under your guns" or you don't let them get close to you in the first place.

There is no medium laser that will be able to do what you're asking it to do at that close range.

If you're going out without a web, you better be on top of the kiting game.

Thank you for the feedback. Because tracking is such a 'foggy' stat, it's difficult to know what is, and what is not, possible.
