As the title says. Regen or active? Is blinged out fitting needed?

Almost definitely active and yes it will need to be blinged to about 2 bil

Get a rattlesnake instead

You will make more money in a C3. Look up ISK/EHP values for C4 sites. Its the same or worse than most C3 sites. All C3 sites have nice spawns. In C4, you will spend half of your time burning from spawn to spawn.

Okay, thanks...I'll look into that. Can you recommend any exact fittings that can solo C3 sites and perhaps some C4?

you can do c4s very well in a marauder
