Is there a way to ban access to a Citadel using the standing system ? So if they are set to terrible standing they cannot dock ?

Yes. Darned if I know how to do it though, I'm not a citadel owner.

I'm going to build a big wall that will keep the Gallente out, and they're going to pay for it!

You can't directly set access by standings, but you can do it indirectly.

Open your contact list and filter it to show just -10 (for example)
Open your access lists and make a new access list called "Terrible" or whatever
Select all your -10s in the contact list with Ctrl+A and drag onto the "block" panel of the access list
If you have more than 50 contacts you'll need to repeat for each page
You may also need to drag them into the access list more than once, as I find it a bit buggy and they don't always all copy across first time
You now have a list of blocked entities based on their -10 standing which you can use for your citadel access control
