PVE Revamped : Expansion of Scope Network System

It's been said that PVE in EVE needs to be redone for a long time now and below is my Idea given the addition of the Scope Network. I wouldn't expect anything soon but perhaps after the structures are all out of the way.

I'd envision a Window that would open up like the Scope network but it would replace Missions / Agent Finder / Militia / Incursion / Journal windows in their current form. The window would have multiple tabs for the various PVE info and act as a one stop shop for PVE.

General Outline

- Basically for lore purposes it would be organized as "Contracts" between the player, corporation or alliance and various NPC entities.

- Players, Corporations and Alliances would "contract" themselves with a Empire's NPC corporation in the same fashion as joining Militias today. They would only be able to contract themselves with one NPC corp at a time. If they left the corp then standings would be saved however standings would diminish over time or if they begin working for a rival empire's corporation.

- Once contracted with a NPC Corporation there would be a tab on the window that would display 4 different "objectives" based on the type of NPC Corporation the party joined. Combat / Trade / Mining. Existing anomalies could be used as objectives aka "Destroy 10 Gurista Pirates for 100 LP" / "Take down 5 Gurista Den's for 500 LP" / "Mine X Amount of Ore" / " Pick up x here and deliver there " other objectives could of course be added.

- Every 2500-5000 LP's a "Expedition aka Escalation" would pop up and they would be the missions everyone is accustomed to running under the current mission system. Though they should be upgraded to make them more inline with current escalations that players get when they run anomalies. This would help to break up the grind just a bit.

- "Contracts" with corporations within an Empire can only be ran in territory owned by that empire or its pirate equivalent. Aka no running Amarr Corporation's contracts in Minmatar space. However Amarr "Contracts and Expeditions" could be ran in Sansha/Blood Raider territory.

- This would mean that Null sec Alliances could "Contract" themselves with Empire NPC Corps to gain LP's while running null sec anomalies residing in their Null Sec space. However they would have special rules applied to their participating in NPC Corporation contracts. See #2 below in PVE based PVP.

- High sec "Objectives" and "Expeditions" are found in High sec space. Compared to current agent missions lvl 1-3 / High Sec Anomalies / DED Sites

- Low sec "Objectives" and "Expeditions" are found in Low sec space. Compared to current agent missions lvl 3-4 / Low Sec Anomalies / DED sites

- Null Sec "Objectives" and "Expeditions" are found in Null sec space. Compared to current agent missions lvl 4-5 / Null Sec Anomalies / DED sites

*** So that is the basic outline for my idea on how to revamp the mission system. Does it sound grindy? Sure it does but it's already grindy BUT under this scheme players wouldn't be confined to any one system and would be free to move around constellations and regions within their Empire or Pirate equivalents control. This means a more dynamic system that allows players, corps and alliances to decide where they want to live generally and makes it more challenging with regards to finding targets during high sec wars. Speaking of wars.....

Incursions : The great isk facets of High Sec

I dunno you think of something. I feel they should be shut down as they are a disincentive to migrate to null sec in the same way as lvl 4 agent missions.

Perhaps convert them into week long PVP events where they occasionally happen say once a month each time a different pirate faction not just the sansha and allow the "outlaw" faction listed in the below PVE based PVP section aid in whatever pirate group is trying to steal people or resources in exchange for lots of LP. Have the drops at the culmination of the event be for their various Pirate Titans / Super Carriers or rare capital officer loot.

PVE Based PVP Mechanics....

#1 Faction Warfare

- Faction warfare in it's current state is a shame in a lot of ways. It could be replaced by the above scheme but with special specific rules applied to it such as :

- Replace timers with whoever completes the most sites per constellation and have a set number of staging sites per constellation for both factions. aka 10-15 sites per constellation for each side to run. When a site is completed another appears somewhere randomly within the constellation.

- Faction warfare anomalies would consist of Novice, Small, Medium and large "staging" sites each consisting of the opposing factions npc's. Which ever side has competed the most sites over the week captures the constellation for their side.

- Whoever owns the most territory gets a Bonus to the LP's they earn when completing sites and whoever has the least territory gets a bonus to the bounties on the NPC's they kill.

- Novice / Small sites should spawn in the opposing factions high sec space and pay out only LP's and bounties but not contribute towards sovereignty gains / losses. Navy forces around star gates should be able to be engaged as well. They should be comparable to lvl 1-3 missions though not quite as difficult to account for pvp and completed in quick fast solo ships.

- Medium / Large sites should spawn in low sec space and contribute towards sovereignty gains / losses. They should be comparable to lvl 4-5 missions and require squad to wing sized gangs to complete. Think low sec incursions though not as difficult as incursions to account for pvp.

- Bounties and LP's are earned for killing npc's just like when contracting with non FW npc corps. However Bounties and LP's should be earned for player kills as well. Say 5-10% the value of the ship destroyed shared by those on the kill mail provided they are in the militia.

- Open all low sec space up to Faction warfare sovereignty capture by the Empires ....

- BUT add a pirate based Outlaw sovereignty status that low sec piracy based players, corps and alliances can enforce by destroying both opposing empire factions sites. Example : constellations would be ranked as either Amarr / Minmatar, Caldari / Gallente or Outlaw ownership.

- When aligning themselves as Outlaws players, corporations and alliances would be rewarded with no bounties for destroying the Empire's Staging sites but an large amount of LP's which could be redeemed at any of the Pirate faction's LP stores. They wouldn't be allied with one another in the way that Empire Factions are either. So that way they could all continue to shoot each other unimpeded.

- However due to their outlaw status the player, corporation or alliance would also be an outlaw in high sec space effectively allowing anyone in high sec to engage them with out concord intervention and those that do engage and destroy outlaws should be rewarded with concord LP / bounties based on the value of the ships destroyed.

#2 Null Alliance Contractors

- Alliances that owned sovereignty would have the option to "Contract" themselves with high sec NPC Corporations in order to reap the benefits of LP's for running Null sec sites with out the need for a ESS.

- Alliances, Corporations and Players that don't own sovereignty would have to continue to rely on Encounter Surveillance Systems to earn LP's in Null Sec space.

- ESS's would only pay out LP's based on the types of NPC's being destroyed aka Sansha rats = Amarr Navy LP's and would only pay out to the associated Empire's Navy.

- Sov holding alliances that "contract" themselves with Empire NPC Corporations would be at war with opposing Sov holders who "contract" with opposing Empire NPC Corporations in high sec space.

For your first post, I think that:

1. PVE players may like walking up to an agent and getting a mission. IMO it's better than a one-stop-shop window with everything. It's more roleplay-ey, more realistic, and because we can refuse a mission from each agent every 4 hours and can refuse "storyline" missions, it has more options.

2. We also like to be able to pick what we want to do, rather than being forced to grind opportunities or objectives or whatever in order to get to the missions, and then not be able to pick / decline / re-request the missions. I hate the Shadow of the Serpent event **** they recently introduced; it's a pointless grind with no rewards. Don't want to be forced to do it, in order to unlock access to the old types of PVE. If you want to do it the other way, do 50 missions to unlock access to SotS events, by all means go ahead, but I'd rather not force this kind of content blocking on anyone.

3. Accumulated NPC standings currently do NOT decrease over time, in EVE or any other MMO game. You want a major nerf if you're asking that they decrease due to inactivity. And also a major nerf if we can only do 1 NPC corp at a time. Keep in mind that everyone will pick Caldari Navy, because of Jita taxes.

So your first post is a suggestion for a one-stop-shop complicated window, and for that "convenience" you're asking for a nerf to standings (they now decrease), and less choice in what type of PVP we can log in for half an hour and do. So, no, thank you.

I thought standings already decrease very slowly over time? I used to run missions with the Amarr Navy years ago and my standings have dropped slowly over time.

No, standings with corps stay unchanged if there's no activity.

Empire standings, however, are affected by the relationships between the empires (Amarr hates Minmatar, Gallente hates Caldari, etc.), so if you do Amarr missions and then you do Minmatar missions, your Amarr standings will decrease with each Minnie mission. Also with each Gallente mission (cause Amarr hate Gallente too, just less than Minmatar).

If you follow the Show Info trail by clicking the logos of corporations and then empires, you can see the exact love/hate multipliers.

@ Op, you base your entire premise on the classic 'nerf highsec' agenda.

Ignoring the fact that the vast isk faucets in the game are actually Null sec ratting. The 'increase' in null sec ratting from the carrier buff is equal or larger than the entire isk brought in from incursions in all sectors of EVE, and therefore significantly more than just high sec incursions (As there has been a regular dedicated low sec incursion group for months now, and some null incursions also get farmed when they land in the right place.) That is just the increase, let alone the total isk faucet from ratting (& that totally ignores all the loot drops also)

And lvl 4 missions do not bring in any great isk faucets, nor are they actually that large an income compared to what happens when you use a several billion isk ship in null to rat (Hint, it's called carrier ratting) or similar value ships in WH's.

In short, No & Hell no. Actually learn the real numbers, not the propaganda touted by certain people pushing their null agenda's
