I think a good way of getting old and new Capsuleer's into the history of New Eden is to create History Containers. History Containers would be random drops with keys that once enough keys had been discovered the keys could be in turned into CCP where CCP would then reward the Capsuleer with one of their numerous books about New Eden.

The Capsuleer would have to have top end archaeology skills plus the best archaeology ship on the market to extract the keys from the History Container.

The drops would be random like I said with up to five history books relating to New Eden being released each month into different regions of New Eden.

Another way to get Rookies involved with the history of New Eden is to create Rookie Planetary Interaction planets only Where Rookies Dare.

The Rookie PI Planet would have a mission for each type of Command Center for each type of PI mission. Each mission would go through the stages of locating each type of planet, surveying each planet and then setting up the first Command Post. The second stage of the mission would involve teaching the Rookie how to place other various structures of the PI including setting up their first extraction rig and extracting material from the planet to build their first component with.

After the first mission has been completed the Rookie would be given a list of components needed by the Rookie Agent that they would then build and return for compensation.

Rookie PI missions would also introduce the Rookie PI Ship that is much less expensive than the Primae but functions basically the same.
