The Arataka Research Consortium would once again like to thank CONCORD for learning that the carrot, not just the stick, is necessary for effective governance. The technology-sharing agreement and cooperation with the Upwell Consortium demonstrates a willingness to engage in cooperative, productive actions that serves the common good.

We are grateful and hopeful to see this development.

We only wish that CONCORD had learned this sooner.

However, despite CONCORD’s new-found willingness to negotiate, and the declaration that all salvage from Serpentis facilities is the property of the salvor, we do not have full faith that CONCORD will disseminate technological developments to the empires in a meaningful way.

As we are all aware, CONCORD has long possessed advanced capital ship weaponry superior to that of the empires and Capsuleers. With a few exceptions, this weaponry has been withheld from the greater community. Based on this trend, we see no reason to believe things will change with CONCORD’s agreement with Upwell.

While it is our hope that CONCORD will disseminate this new capital ship technology to the empires, we understand that independent capsuleers must demonstrate the viability of this approach to bring it to fruition.

The Arataka Research Consortium therefore proposes that we attempt to bootstrap capital development programmes of the various CONCORD signatory states by providing them with substantial quantities of Serpentis- and Angel-modified capital ship equipment, currently exemplified by the Serpentis Modified Capital Microprocessor.

It is our hope that these materials will enable or accelerate research and development programmes by these various states.

In accordance with this plan, ARC is purchasing SMCMs at market rates from pilots wishing to contribute, so long as ARC financial reserves hold out.

Those parties wishing to ensure a given state’s or corporation’s access to the bootstrapping operation is invited to donate such material or funds as they are able to.

It is at this stage that I should note that ARC and donor funds dedicated to this endeavor already exceed 240 billion ISK, over half of these funds having been provided by a party with prior ties with the Serpentis. His willingness to step forward to aid the State in particular is a distinct reason why we are undertaking this endeavor.

Well-structured competition, as we know, tends to create innovative and efficient solutions to challenges. In this instance, I can certainly understand that not all parties would wish to entrust another with billions of assets. The Arataka Research Consortium is perfectly willing to buy SMCMs at market rates.

Failing that, if organizations wish to engage in bootstrap operations of their own, I heartily encourage them to. For instance, I would imagine that the GMVA and Ushra'khan would be interested in maintaining hold of their own assets, and encourage them to do so.

By all means, let's engage in some healthy competition.

I will once again say, that CONCORD is an oppressive pseudo-army that is a danger to all of humanity. They have the power to dictate the entire history of the Human race at their fingertips, but they do not have the expertise to do so effectively. Humanity is like a virus, we spread where we may so that we survive. I virus that fights itself is doomed to die off. We will end up like the Sleepers if CONCORD continues to rule. Dust in the wind we scatter.

I would like to take this moment to note that Alizbeth Vea is a known cheat and liar.

You see, Ms. Vea and I made a 5 isk bet. I thought it would take less then 12 hours for Ms. Kim to respond to Ms. Priano's post with her usual hate and vitriol. Ms. Vea felt that it would take more than 12 hours, and Ms. Kim would include a mention of the late Tibus Heth somewhere in her message.

It is a pleasure doing business with you. If you want a six hour over and under, we will have to increase the bet to 10 isk. More risk, more reward.

It is quite obvious that after Serpentis threat will be defeated, getting these processors will be way more difficult, and whomever would hold them will be able to make way greater money by selling them, and whomever is buying them now can make a fortune.

I don't know how you, guys, but I'll keep my to myself, and I don't think it is worth selling them now to those, who might collect them just to resell later.

While the standard variations produced and owned by the various police forces and Navy are powerful in their own right, I am inclined to agree with Makoto's assessment. Thus, I can guarantee that any components I come across will be directly traded to ARC in the hopes that one day the Navy will commission their own variants of the standard capital hulls.

These are certainly interesting times, and the State needs to do what it must to secure its interests and protect its people.
