Has anyone else run into the issue of not being able to warp to citadels?

Like, I log in, select friendly citadel, try to warp to it so i can dock up and not be in space ... and get an error message.

I'm sorry, you cannot warp there.. because your ASTRONOMICAL NUMBER away.

I tried warping to a gate, nothing. tried warping to like 2 planets, nothing. Had to warp to a beacon, before it allowed me to warp to the citadel.

And YES, I'm sure it all wasn't on the same grid.

Sounds like me trying to jump through a Wh and being told to come closer even though I was bumping into it... Then I got blown up. CCP needs to change their reimbursement policy if this game is going to have FATAL issues like this at a fundamental level. I want to warp to 0 on a gate and it actually be there.
