1) Is there a systematic way to find the pirates sites? So far I found out that in highsec there are less sites than in not so CONCORD protected areas.

2) Where do I find "guards"? Are those bosses?

To my knowledge, they pretty much spawn anywhere in semi-even amounts. Thing is highsec has more people so they are run more, which is why there are fewer around. Guards, from the ones I've seen, just kinda spawn at gates like gaterats.

Thank you! How do I find those guards? I just find acceleration gates?

They're at the regular system gates. If you just fly around from system to system looking for the shipyards you'll eventually stumble across some Guards.

1) Hisec sites get hoovered by pigeons fast, i've seen lowsec systems 2 jumps from hisec with two shipyards and three of the smaller sites.
2) Guards appear at gates and belts. Again, they get snaffled by spaec rainmen in hisec but remain untouched outside it.

1: That's because people don't like getting surprised while running the sites. The worst that usually happens in hisec is you get loot ninja'd. If you're feeling frisky, you could always try to bait someone into attacking you when you loot a yellow Serpentis BC wreck.
2: Gates and asteroid belts. They move around. Sadly, they don't poke mining barges.

Guards have been in most low sec systems I have been, hiding in the belts. Some have Serpentis, some have Angel Cartel ones. Few times I think I have seen both, together.

They also warp around from gates/belts to gates/belts.
So warping around a bit yourself greatly enhances your chances of finding them.

Here I used to have a sig of our old Camper in space. Now it is disregarded as being the wrong format. Looking out the window I see one thing: Nothing wrong with the format of our Camper! Silly CCP......

And I've seen quiet hi sec systems with 4 shipyards. It all depends on the locals and traveling circuses. One plus about hi sec is that the rate sites are run, a system can have no sites when you pass through the first time, then 10 minutes later it could have several.

The petty stuff especially smacks of long-term immersion.
(I hear sociopaths have the attention span of an ant.)
