I would say with the bountys should only be given if you shoot at someone who has not got a wardec then ccp would award a small bounty and player can top it up that's the only way a bounty can be given ,and then the pirate/bounty hunter can collect full amount . of course the bounty hunter would have to pay a fee to cpp for that pleasure .

when you blow you a players ship and you get some loot salvage this is good but would it also be possible to mug players like you would need a new skill or a new ship with a tractor beam them , and then steal a limited amount from them so instead of just blowing them up you can steal a limited amount . I just like the idea you can board and take some of their cargo .

the new ship could of course be designed by players and painted how they choose just to design and paint me own ship i would spend a few more pounds for this alone

First idea, I have no idea what you're talking about.

Secondly, let me see if I got this right: You want a ship that has a special ability to tractor beam a pod and hold them for ransom? If so, a point or scram does the trick.

If CCP were to implement a ship which the player can paint, they might as well make this possible for all ships ingame.

I think he wants a new module so you can steal someones cargo. Not quite sure though.

me English was never good ,
a tractor beam to stop the ship then steal a portion of its cargo so ship don't get blown up . then you flagged as a crook and cpp place a bounty on you .

the new ship why not another ship just for that purpose for mugging .

the other bit I think with wardecs to shoot at someone anywhere you would have to declare war first . so then if you ganked or attacked someone then ccp would place a auto bounty on you then bounty hunters could kill you for that bounty meaning the value of the ship they are in .

so in effect bountys would only be if you shoot at someone/ganked and you have not declared war on so I think the wardec and bountys that are very hit and miss would bring common sense overall

Problem is: If CCP places bounty on a player -> ISK coming from nowhere.
But i like the part where specialised tractor beams can catch ships... though thats like a scrambler / web combination.
Stealing from someone when you have to wardec first -> scram / web and blow the target up, take the loot.

if you gank them without doing a wardec then you are a crook and cpp would flag you as a crook and place a bounty on you and maybe the player could top it up .

But you need a counter to that new module / ship aswell. If you can gank freely without concord in highsec with this new module... all that mayhem!
