Not sure what math you're using but if you extracted all the skills you get under 25b.

Difference between extractor and injector is 400-440m depending on buy and sell orders

36.5m sp - 5m = 31.5m sp that can be extracted

31.5m / 500k = 63 extractors

63* 400m = 25.2 bn
63 * 440m = 27.72 bn

+ 2 plex for transfer cost is 1.8b

on the low end 27b would break even compared to extracting.. and if i extracted i'd still have a 5m sp character.. on the high end its almost 30bn isk after factoring transfer cost in.

For comparison, to inject a character with 36.5m sp would take 73 injectors or ~44b isk not counting stacking and injectors that would give under 500k SP...

29bn start is more than a fair start.
