Trying to convert Amarr Large tower to Faction

I am having an issue trying to convert an Amarr Large control tower to either a dark Blood large or True Sansha Large control tower. I have placed all items in my hangar. Triple Checked that everything i need is there, and it will not see the Amarr large control tower. I have tried on two different toons checked to make sure they have open indy slots but it just will not see tower. Any Ideas?

Check that its packaged, havent made towers myself but all other items need that.

Needs to be packaged. Iv heard JFs require a packaged freighter to build.
