My Fleet Boss is in the Wing Commander slot above me and has Skill X trained to Lv 5. I'm in the Squad Leader slot and have Skill X only trained to Lv 1. My question is: do the peeps in my squad get the benefit of my Boss's Lv 5, piped thru me, or do they only get the benefit of my Lv 1 because my lack of extra levels is blocking my Boss's Lv 5?

The higher bonus gets passed down - with the qualifying statement that you can only pass it down to however many squad members you are able to command (with the "leadership" skill)

As long as you have leadership trained to at least 1 it will pass down. You can do cool things like have wing in shield/armor boost ship and sqaud in mining boost and the fleet gets both.

Leadership positions must have the skills to command those below them, in order for boosts to be past down the chain.
