in the winter we will get the industrial arrays. You should be able to add a service module to the citadels once they are here. This should allow you to manufacture in a citadel, but with no bonus so you won;t do it very efficiently. Kind of like, you CAN put beams on a Raven, but its not very efficient.

Industrial arrays are still listed to be here in the fall. Drilling Platforms are listed for the winter unless something changes.
