Some news that wouldn't surprise viewers of the events surrounding the Amarr Succession Trial Finals, where a brief communications breach resulted in a Serpentis broadcast being aired.

ARC stands by its position that the CONCORD signatory powers must redouble their efforts to improve upon and expand their capital fleets, and allow for the proliferation of naval-grade capital ship hardware to loyalist groups.

We as capsuleers will need to step in, and fill CONCORD's roll at this point.

I know myself, and many other Moira. pilots are ready to engage, and harass pirate interests in New Eden.

Any other pilots who would like to get involved please contact me. While we may be to late to stop this tide of pirate escalation we can certainly attempt to break burn it away from our homes.

One could say they lack the military–industrial capacity to use them, they won't strive toward bigger engagements with any of the empires. For the type of operations, they engage the need for their own line of capitals is minimal the Federation design are enough.

Hey now. They are a huge bureaucratic machine, but let's be honest - without them the space would've been a huge mess. Besides, neither of us knows what happens within it.

And as every big bureacratic machine it has bad fruits in it. It's just that I think we should keep actively poking them to help them get rid of those.

The next topic of conversation on this topic is the nature of such a capital ship buildup. The standard ships-of-the-line the Serpentis use, the Vindicator and VIgilant, are more than adequate vessels for territorial defense and control as they exhibit in the Fountain region. The main concern I have is that these Titans, Supercarriers, and Dreadnaughts are clearly oriented towards offensive purposes.

The main feature of a capital ship, after all, is its jump drive, and the ability to instantaneously transit swathes of space to ambush an enemy force. If the Serpentis capital ship fleet reaches critical mass, it may be able to directly challenge Empire fleets in classic 'hot-drop' manuevers, waging targeted strikes against high value targets, and then retreating before the Empires can react.

The Federation is of course the primary target for these intiatives, though by no means the sole one. Outer Ring Excavations and Mordus Legion are also likely targets given their recent skirmishes during Operation Frostline. The Serpentis buildup could very easily be aimed at 5ZXX.

Whether Mordus Legion and their supporters, Mordus Angels, will pause their pillaging of Guristas space long enough to take notice, I have no idea.

Hopefully these announcements will put to rest the silly response to the GMVA effort against the Serpentis. CONCORD is asleep at the wheel; the matter rests with the Capsuleers to put Salvador Sarpati in his place.
