Remote use Skill injector?

Im under the understanding that you can use skill injectors remotely. Whilst trying to do so, it asks, are you sure you want to use this, xxx charater will get XXX skill points. I click yes, and nothing happens. ive tried several times loging in and out, and contracting it off the character and back to it, but still cant use it. Do i have to be in the same station the injector is in, cuz thats not what ive read online...

but this issue since the citadel update is still uncommented

This is what I got from a GM when I opened a ticket:
