CCP pls answer how to multiply Tracking computer II 15% Tracking bouns by 250mm Railgun I, 6.56 score??

6.56 score x 1.15 tracking = ????

score decribe now tracking scpeed + signature of guns in one place ,right? how to calculate this thing , mismatch of concepts?

Yes. (Multiplication, not addition, just to be clear.)

Accuracy Score = tracking * 40000 / signature radius. Apply the Tracking Computer bonus, and you get:
Accuracy Score = tracking * 1.15 * 4000 / signature radius. Which is 7.544 for your example.

I have to say at the outset to get in this guy was nobody's fool.
When he went in he couldn't hit a bull in the butt with a bass fiddle.
When he got out he could hit a fly in the eye from 300 meters
with a paperclip and a rubberband; dead in the middle.

Go figure.

Look at it like this; you have a ship with guns that track a way that is the way those guns track on that ship. They don't track any faster. They don't track any slower. No matter what you do, that's how they track.

Now, you put on a tracking computer that helps the guns track better. It helps the guns track as well as it can. It helps no more. It helps no less. It just helps like it does when it does. You can even put on a script that improves that tracking speed even more - not infinitely more, just more.

Now, you can add more of these devices...or mods. And they'll help just like the first one, only with one exception. There's a "stacking penalty". It runs like this:

1st mod: 100.000%
2nd mod: 86.9119842%
3d mod: 57.1037996%
4th mod: 28.2469117%

And, at the end of it all, what you'll have is a ship with guns that can track at a certain speed. They don't track any faster. They don't track any slower. No matter what you do, that's how they'll track. I'd also like to add; there's already a couple of tracking speed, weapons score, wtf? threads. In future, try to search for an existing thread for your numbers crunching dilemmas and post on those.
