This is an old toon of mine that is now not much use to me but might be good for a starting block for someone.

Has excellent faction standing apart from gallente
Has alot of skillbooks already shoved in his head including marauders, amarr carrier all relevant books for navigation and so on.

Could save someone a fair bit of isk in the long run:)
Got some good scanning hardwire implants with the toon aswell
ArrowJump clone comes with full set of mid grade crystal implants
Arrowpositive wallet
Arrowno kill rights

Arrowif its stupid offer, dont bother, sure you get what i mean
Arrowif its reasonable ill listen
