So my CEO is talking about how he may be leaving eve because hes saying according to some dev blog if someone sets up a citadel in a system, the owner can keep you from docking at npc stations as well as attack you openly using the citadel with no repercussions

I have not seen anything on this looking through the citadel pages

if I can be pointed in the right direction maybe I can calm him down

I have no idea where your CEO got that. The citadel can has access controls, but those are limited to the citadel itself. He can shoot at you with it, but only if you're in range. As long as you don't warp to the citadel it's just a blip on your overview.

I'm going to build a big wall that will keep the Gallente out, and they're going to pay for it!

Also if its a highsec citadel he can't attack unless at war.
I messed with it and found you can't set the safety to red while controlling the citadel.
I actually wanted to see if ccp would let me get a station concorded on sisi Roll

Your CEO has it all wrong.

What does that say about his leadership skills that he would whine about leaving the game and deserting you all, rather than just gather the facts himself?

Might be worth considering a Corp change. I hear Dreddit is recruiting.

I'd consider a change of corp if I where the OP, the least you can expect from a CEO is to keep up to date on the patch notes and not act like a whiny brat.

sorry but your ceo is an idiot.

1) citadels have nothing to do with npc stations, at all.

2) the attacking thing, not sure, I have no idea how they handle it in hs, but if you can't see the structure on the overview i.e. you can't dock at it, then just don't go to it. But no.. your ceo is royally dumb and needs to read blogs and things

Pass him this or this. In all fairness there have been so many blogs over the last year and there's a lot of info to digest so some confusion over mechanics is to be expected. There's an ingame channel called CitadelHelp as well.
