Because taxes got increased, the ratio of the ISK/SP has dropped. Yours can be extracted for 16.5b with the perfect skills/standings in trade, without them - at 15.9b

There are no citadels yet and won't be for at least a week or so, so I see not a single way how you would avoid taxes at the moment :)
