Who would I talk to about licensing such a logo? From what I can tell, there is no controlling group for the MBC.

Honestly? Pandemic Legion or TEST leadership. We are large and decentralized, and have many valued allies, but the bulk of the war effort is coordinated around PL and TEST.

But if you don't hear back from them, I wouldn't bother. They are probably not concerned with such trivialities in any official capacity, during such a large conflict. We are busy training, equipping, and mobilizing thousands of capsuleers to rise against their oppressors.
