Guy I'm talking to right now says Dreads are going to be able to enter highsec. This sounds unlikely for a vast number of reasons. Is this actually happening or is the guy spewing nonsense?

CCP has definitively said in several Citadel-related threads that capitals will NOT be allowed to enter high sec.

In addition to what Black Pedro wrote, when CCP changed the Citadel attack concept from the original plan of using an entosis link, that was done because of the outcry about the lack of a role for Capitals anymore and the mechanism was changed to shooting in order to increase the value of Capitals once more.

I cant remember whether it was Eve Vegas or somewhere else, but it was specifically mentioned by CCP that they wanted to tie Citadel destruction into the use of Capitals.

At that point, and linking it to CCP Fozzies comment, there was a reasonable assumption that capitals were returning to highsec, even if only to be involved in Citadel sieges.

Nah they wont be able too. But It would be nice to see them flying around, especially if you were a new player, just imagine the first time undocking and you see a titan sitting out from the station :P

In the Sisters of EVE epic arc, a dread spawns in one of the missions. Although a newbie who doesn't know how to right-click "look at ship" might not appreciate it that much.

They should put an NPC titan a few KM off the undock at some of the most popular newbie stations, there's no way they'd miss that.

Militarily, you'll almost have to have capitals to go up against an X Large Citadel+.

The issue was already touched upon, although, how do you 'kick' them back out after the siege?

I think allowing it could be done as part of a War Declaration and maybe only allow them in systems that have a Player owned Citadel that is appropriately 'at war' with the capital ship. This would also mean that defending Citadels might have capital ships to defend them so large defensive fleets could be brought into play. (The Citadel is in essence playing stationary Titan.)

If either of the two conditions aren't met, War Dec and opposing or same side Player Citadel existence, and a Capital Ship jumps into HiSec a 60 second to 5 minute timer (I'm not entirely familiar with Jump mechanics so I don't know what this time should be) kicks off and 100 normal CONCORD ships warp in and lay waste to the offending Capital ship. This could make jump mistakes costly.

I also think a 30 minute timer should kick off once the Citadel attack question is settled one way or the other. If any Capital Ships remain in system after the timer kicks off, the same 100 Ship Concord fleet shows up for each offending Capital ship and removes them from the system in a violent manner. This would force each side to have an exit strategy for their Capital ships post engagement.

I'd love to see one of these theoretical massive fleet engagements around a Citadel, even in HiSec. It could also pave the way for the Major Empires to go back to war with each other over HiSec systems which might make the game even more interesting, and FW a tad more... large.

BS fleets are easily able to hit the DPS Cap on a Keepstar.
Especially given how feeble the defences that can be mounted in high sec are. And the fact that you don't have to hit the DPS cap but can just take a little longer than half an hour to reinforce it.

So there is no need for Capitals in High Sec, in fact if they let Capitals into high sec with the current state of High Sec Citadel defences, Citadels would be indefensible as you simply couldn't take down attacking caps.

I read a thread that makes claims you can reach the threshold and tank the xl (in high sec) with two paladins at a rate of 336mil an hour or somthing after the loot drop not including any materials for any jobs in progress. meet the new high sec grind if this is true.

This has never been discussed by CCP. The fact some dreadnaughts do exsist in high sec is not to be mistake that they would open up the flood gates.

Fact, some characters were early in Eve history granted an exeption to this rule. Those individuals are rarely seen and the capitals in question are not permitted to aggress anyone. The famous Veldnaught being an example.

Second, some CCP sponsered event did permit high sec systems to enable capitals to enter. Example, the Caldari/Gallente conflict that escalated when a Caldari Navy titan was attacked by a fleet of Gallente dreads. Capsuleers were allowed to enter the frey.

Well, there's a dread wreck in one of the missions...
