Idea: Citadel markets can, not must or will be automatically, link together within, and only within, a constellation. Bought good are delivered, if you pay for it, to your actual citadel for 5% sales value. Sales taxes go to the market owner where the good are really sold, the 5% is hauler fee.

Why?
1. Shopping local is a pain! Hopping x-Systems just to get your stuff. That's more then everything else is the reason for JITA. You get almost everything at once and at one place. Gametime also has it's value because most players accept 10-20% higher prices just to save some system hopping. So this will make it easier to shop locally and reduce the need for Jita

2. One Citadel market that replaces Jita would be a bad thing because it would give absurd amounts of money to the owner. So it will be either shot out of the sky or create one ultrarich company. Shooting the market down will be a big hit to the whole citadel market idea. UEBER Corps that just generate TIsk per month would destabilize the whole game economy. Both things will not be pleasant. With a network more corps can participate, the server load on Jita will go down. Also it will make trading and hauling safer cause the activity will be distributed over a greater area.

Why the restriction on just delivering within a constellation?
So you can't ferry your good without any risk all over New Eden. Even a restriction to 3-4 jumps would lead to people bunny hopping goods (for a high price but totally safe). This way you have to pick up your good at the end of a constellation and physically ferry it to the next one including all risks.

negative effects:
Haulers: I don't think so, because this works only for very short distances so the impact on hauling will be small

Trading: You will loose some advantage when you have your goods at a good spot but on the other hand you can still sell for 5% more then your competitors.

There might be some addition so that maybe the trader or market owner can choose pay the hauler bill or part of it as a promotion action.

A lot of hauler contracts are short range (which this would affect), and besides - isn't there already too much 'space magic' in the game already? :S

What I've seen on short jump contracts is <2,5% of the collateral which is about the size of a constellation. If it's worth to get a hauler this system is too expensive as it should be except when you need the items yesterday.
Think of Amazon in Space. You wouldn't buy the bricks for your house there but a phone with 150g.
You need a module? Forget 5% but if you are hauling stuff on an industrial level 5% is a lot.
