I think that exploration should take on a new whole aspect where ships have to actually explore a region, map it out and then conquer the system using normal station placement and capture methods.

Discovering a Void system would be much like discovering a wormhole where you have to use probes to get a 100% scan. Once a probe has been returned at 100% a Jump Gate would need to be anchored to the probe location so that the system can be jumped into. The amount of distance between the new found solar system and the jump point would be random but not more than 20 light years. With any new found system being over 4 LY another Jump Gate would need to be laid down in order to continue.

When a Jump Gate is required to make a second jump the Jump Gate staging area would need to be scanned down first to find the next jump off point to the system. Jump Gate staging areas could in fact be an entirely new solar system or just a small out cropping of space measuring anywhere from 1 AU to 20 AU in diameter. Any Jump Gate Staging Area smaller than 1 AU would most likely not contain any celestial bodies but would be merely anchor points to anchor a Jump Gate and a station by travelers to use as a way point.

When entering a Void system the first thing that must be done is too lay down a Jump Gate at the point that the Construction Ship drops out of warp at. Otherwise the Construction Ship will be lost as will the pilot who not be able to return to K-Space because of beacons not being established to route the process of informing a clone vat facility of the loss of a Pod, unless a clone vat facility is located in one a stations in a previous staging area.

Once the final Jump Gate has been laid the network will become open access like the rest of the Jump Gates through New Eden are open to everyone.

Who knows what will be found, maybe long though lost expeditions stemming from the frontier days of when New Eden was being explored to even possibly Drifters and secret coves of pirates.

Sorta sounds like an expanded variation of CCP's player built Stargates idea.

+1 for thinking outside the box.
